Why can't I build a mega-shipyard? I have a construction ship in orbit and nothing else is built in the single star system. There is 2 energy available but it is not built. I have the choice to build: sentry array, science nexus, gateway, strategic coordination, mega art, interstellar assembly ad habitat. No mega shipyard.
